Public participation on services via radio

The Cape Winelands District Municipality (CWDM) is committed to supporting and growing local economic and community development through funding and other programmes.

This is done through a variety of projects funded via the Municipal Grants-in-Aid Policy. This instrument makes very clear provisions for funding. To access funding, interested parties are required to submit their proposals for evaluation.

The process of funding starts with a public participation process. During these interactions parties have an opportunity to express the needs of their community, these needs are then aligned to the Service Delivery and Budget Implementation Plan (SDBIP), which guides the CWDM and ensures that they are funding programmes which speaks to the needs as expressed by citizens.

“This year, due to the Covid-19 pandemic, the CWDM is unable to host large groups of public participation meetings,” stated Cape Winelands Executive Mayor Dr Elna von Schlicht. “We are doing things a little differently, and hope our partners will join us in our public participation process.”

Together with Natalie Fortuin, coordinator of the Integrated Development Plan (IDP), Schlicht will host several radio shows on local radio stations where processes that need to be followed will be outlined by organisations or projects seeking funding.

Fortuin explains: “We normally host our public participation meetings in large groups, which gives us the opportunity to answer queries immediately. This year we will be accepting questions and queries via e-mail and telephone. We will also do radio shows where we answer the most common queries. It is vital parties take note of two important factors.

“One, there are deadlines for proposals to be submitted and you need to make sure that your proposal, with all relevant attachments is submitted on or before these deadlines. Two, should you qualify for funding, it will be available only from July 2022.”

The CWDM supports projects in the following categories:. Local Economic Development: Small Farmer Support Programme and the Entrepreneurial Seed Fund Programme. Tourism Development: Tourism events and festivals . Rural Development: Sports and cultural programmes. Social Development: Community support programmes. Municipal Health Services: Subsidies for water and sanitation for rural farmworkers’ housing. Technical Services: Subsidies for the Installation of solar warm water units for farmworker housing; upgrading of rural school’s water and sanitation facilities and upgrading of rural sports facilities at rural schools.
