Construction work at the area identified for 150 emergency housing units has been delayed.

Workers were busy installing services at the site behind the Hermanus Public Swimming Pool when social unrest broke out more than three weeks ago, bringing all work to a sudden halt.

“The buildings at the pool, which were destroyed during the protests, were used as an office and to store materials,” said deputy mayor Elnora Gillion. “But the project will still continue, despite the setbacks.”

The land was set aside for emergency housing for backyard dwellers from Zwelihle, after thousands of people had taken to the streets earlier this year to demand land for housing.

It was initially estimated that the land would be ready for occupation by 10 August, but owing to the unrest the date would have to be postponed.

Zwelihle Renewal members compiled a list of possible beneficiaries to be vetted by the Provincial Department of Housing.

“It is unclear at this stage when beneficiaries will be able to move onto the land,” Gillion stated.

She reported that R567 000 has been spent on the project so far. Workers were in the process of installing water, storm water and sewage pipes in the area when unrest broke out there.

Overstrand Municipal Manager Coenie Groenewald reported that electricity would be installed at a later stage.

“The plan is to install electricity to each plot after the Supply Chain Management processes are completed,” he explained.

According to Groenewald, beneficiaries will be responsible for erecting their own structures on plots that measure 6 m x 5 m (30 m²).

The size of structures built on these plots will be restricted to 3 m x 4 m.

Service roads to allow access for emergency services will be built. Concrete foundations have been constructed for 32 communal toilets (four blocks, eight toilets each). Taps will also be installed at each block.

The Department of Human Settlements confirmed a valuation of Schulphoek was underway.
