Subsidy to benefit farm workers

Drakenstein Municipality recently approved a policy that will allow for a subsidy to be awarded to farmers to make sure farmworkers have access to clean water and sanitation.

The objective of the subsidy is to contribute a portion of the infrastructure cost to provide water and sanitation to farmworkers living on farms who do not have access to running water and flush toilets.

It is intended for new infrastructure, or the upgrade of existing facilities, especially where there is no water and sanitation or where there is a pit or a bucket system in place.

Farmers in the jurisdiction of the municipality must apply for the subsidy on a prescribed application form.

The subsidy must directly benefit farmworkers’ access to water and sanitation in terms of their constitutional right at their residences on a farm.

The municipality makes it clear the subsidy is a contribution and cannot cover the full cost of infrastructure development.

An application by a farmer also does not guarantee that a subsidy amount will be approved as it is subject to subsidy prioritisation, the number and value of applications and the available budget. If the mayoral committee approves the application, the municipality will issue an outcome notification to the farmer, which will indicate whether the application was approved or not.

Once the farmer receives the outcome notification of approval the farmer must complete the work within a period of six months from the date of notification of approval, and must complete the work before the end of the then current financial year.

When the work is done according to the set out standards, and after inspection from the municipality it will authorise the disbursement of the approved subsidy amount into the farmers bank account.
