Public invited to decide on Velodrome

Public entities that have an interest in the Bellville Velodrome and athletics track (Erf 40819, 40820 and 40821) are invited to a public meeting the week of 22 to 25 July to the proposed transfer and granting of long term rights to use, control or manage portions of the Velodrome and track to Devmet.

This request for public participation to make a decision on the Velodrome and athletics track was tabled at the Bellville subcouncil last month, and also includes the unregistered portion of the remainder of Erf 21750 for the purposes of the Galleria property development.

The exact date of the meeting will be communicated in the media, said Johannes Brand, subcouncil manager.

Devmet received the tender in 2009 already and after 10 years the development is not completed yet.

This is the final chance for the public (including schools and sport clubs) to decide the outcome of the use of the Velodrome and track. The public also requested that a meeting should be held with all parties concerned to answer their questions before a decision is made.

The responsibility of the council before a decision is made includes the disposal of capital assets that may not transfer ownership as a result of a sale or other transaction or otherwise permanently dispose of a capital asset needed to provide the minimum level of basic municipal services, said Brand.

He said a municipality may transfer ownership or dispose of a capital asset only after the municipal council held a meeting open to the public and has decided on reasonable grounds that the asset is not needed to provide the minimum level of basic municipal services. The municipality should also have considered the fair market value of the asset and the economic and community value to be received in exchange for the asset.

At the meeting in May, it was also mentioned that a decision by the municipal council that a specific capital asset is not needed to provide the minimum level of basic municipal services, may not be reversed by the municipality after that asset has been sold, transferred or disposed of.

According to Brand, a municipal council may delegate to the accounting officer of the municipality its power that on reasonable grounds to provide the minimum level of basic municipal services and may transfer ownership after an open public meeting.

It is general knowledge that the Bellville Velodrome and stadium is an underutilised and under-resourced capital asset. It is thus important that the public attend the meeting to have their say or hand in a written comment.

In the past, the Velodrome was used for various events and it still has the potential to host more.

At the moment the Velodrome and stadium can only host up to 2 000 people and the council receive many enquiries to host events in three or four months time but cannot accommodate them as they can only take bookings for a month or two in advance. Schools all over Cape Town and surrounds host their athletics events at the stadium and artists that performed in the stadium in the past, include stars like Bruce Springsteen, Kenny G, George Benson and Celine Dion.

When a decision is made after the public meeting the Velodrome and stadium will be able to be utilised to its full capacity.
