New phosphate mine proposed

A new phosphate mine could start commissioning outside Vredenburg soon.

Adelaide Ruiters Mining & Exploration intends to develop the Zandheuvel phosphate mine 3 km outside Louwville and 4,5 km north of Bluewater Bay.

The draft scoping report for the mine was submitted to the Department of Mineral Resources (DMR) in August.

According to the developers, the aim is to mine phosphate on the farm Zandheuvel 126 and portions of Zandheuvel 124, Witteklip farm and the farm Yzervarksrug.

The proposed Zandheuvel mine will predominantly mine and beneficiate phosphate, but the Mining Right Application (MRA) also includes the following minerals: Apatite, Quartz, Calcite, Feldspar, Hematite/Goethite, Ilmenite, Rutile, Zircon, Monazite, Schorl (Tourmaline), Garnet, Titanium Oxide, Limestone, Sandstone, Rare Earth Elements and Aggregates. These minerals are associated with the Zandheuvel Phosphate Horizon and Phosphate Mineralization. The resource will be mined by conventional truck and shovel open-pit mining and will not include any blasting.

Potable water will likely be sourced from the local municipal supply, while a memorandum of understanding has already been signed between the developers and municipality for grey water. The mine plans to use 2 megalitres per day of grey water, which it will obtain from the Saldanha Sewage Treatment Works.

Proposed construction for the project includes the mine, offices, the processing plant as well as an upgrade to the existing access road (currently used by Lafarge) to the R79.

According to the report, concurrent “backfilling and rehabilitation is the preferred mining method for this project and will decrease the overall environmental footprint.”

A public participation process is currently underway. Public meetings were held last week, and interested parties have until Wednesday 19 September to provide comment on the planned development.

Specialists will be appointed to undertake studies for, among others, an environmental impact assessment report and an environmental management programme report. The public will have the opportunity to comment on the drafts of both reports before a final report is again submitted to the DMR.
