No book funds for TVETs

The debacle concerning delayed National Student Financial Aid Scheme (NSFAS) payments to over 100 West Coast College (WCC) students remains unresolved.

Classes are currently on shutdown in light of the week-long protests, which have been ongoing since Thursday 5 March.

Among the main concerns the students were raising are the alleged small portion of funds that were paid to them, instead of the full amount.

Regarding the question of students complaining that they did not receive the full amount of their monthly stipend or the alleged R5 000 for their textbooks, Dr Randall Carolissen, NSFAS Administrator, said: “TVET college students do not receive book allowances, this is a standard operating procedure which students are aware of. TVET allowance are for accommodation, transport and personal care.”

He adds that WCC along with other colleges agreed to administer direct funds/allowances to their students.

“This means that students from this college receive their allowances from the college. A payment of R1 075 465 was paid out to the college,” explained Carolissen.

“NSFAS processes allowances once a registration template of the student has been received from the institution. Only upon the receipt of the registration data can NSFAS make a determination of the allowances payable to a student.”

He also mentions that NSFAS has made an advance payment of R5.2 billion to both universities and TVET colleges.

“The advance payment was meant to cover registration fees and the first payment of allowances for NSFAS funded students,” said Carolissen.

“Subsequent to this, NSFAS processes allowances once a registration template of the student is received from institutions on NSFAS wallet and direct payments from institutions. Students become funded once NSFAS has received registration data from institutions.”
