Here in the Western Cape you can lay a complaint against a criminal in any one of the country’s official languages so long as it is in English.
No matter if you can’t speak it well enough to explain exactly who did what to whom. Yup, that’s the official police instruction, and you can’t argue with the law. Personally I believe it’s a cunning way to cut the crime rate. If charges can’t be properly laid, crimes will simply not have happened because they didn’t happen in the police department’s designated language.
